What is SA TS101:2015 and how does it relate to NCC 2016?

SA TS101:2015 is a Testing and Design Standard that establishes Design Parameters for the Design of post-fixed mechanical and chemical fasteners or cast-in anchor channel with rigid connections installed into concrete, for safety critical applications.

NCC 2016 references SA TS101:2016 so Building designs governed by the NCC need to consider TS101:2015.

What is the Scope of SA TS101:2015?

TS101:2015 must be considered for Safety Critical Applications, which is defined in the standard as “A fastener whose failure may result in collapse or partial collapse of the structure, endanger human life and / or cause considerable economic loss”

Fasteners covered by TS101:2015 include:

  • Mechanical Fasteners (For example Ramset™ Trubolt™ Stud Anchor)
  • Chemical Fasteners for Threaded Rod and Rebar Shallow Anchorage (For example Ramset™ ChemSet 101™)
  • Cast-in Channel with rigid forged or welded connection between channel bar and anchor (For example Reid™ Channel)

What is not in TS101:2015 Scope?

  • Stress Development in Rebar (Refer to AS3600)
  • Anchor Channel in Longitudinal Direction
  • Fixture Design
  • Design for fire, durability and seismic applications
  • Brace and Lifting Inserts
  • Headed Fasteners
  • Ferrules
  • Headed Reinforcement
  • Pre-stressing Strand Anchorage
  • Most post-installed rebar fastener groups (refer to SA TS101:2015 for details)
  • The following anchor layouts

  What does this mean for Installers of Post-Installed Fasteners?

For the building contractors and sub-contractors who purchase and install post-installed fasteners into concrete, nothing has changed. The in-service designer will ensure that the products are fit for purpose for the application and specify their requirements or approve their use.

It should be noted that assessment reports that satisfy the requirements of SA TS101:2015 do not in themselves mean a product is suitable for use on a building project or that the product is fit for purpose or that it “complies” with the NCC.

Building Contractors and Sub-Contractors can continue to use the post-installed fastener products they have always used provided they are specified on the plans and / or are signed off by the in-service designer as an approved alternative.

What does this mean for Designers?

Building permits that reference NCC 2016 must take SA TS101:2015 into consideration for safety critical applications, unless the application is out of scope. For example post-installed fasteners for steel column baseplates with four fasteners are in scope and must be designed using design parameters derived from SA TS101:2015 if deemed to be safety critical.

On the other hand, shallow anchorage rebars exceeding 3 in row are not in scope according to SA TS101:2015 and the designer may use parameters derived from other trusted sources.

Manufacturers and suppliers of post-installed fastener products have assessment reports that satisfy the requirements of SA TS101:2015. It is important to be aware that assessment reports are a pre-requisite to establishing fastener design parameters and do not in themselves provide the required design method. SA TS101:2015 is the design method referred to by NCC 2016 for Post-installed fasteners.

In the interests of minimising time spent on post-installed fastener design, In-Service Designers are advised to take advantage of design software or design manuals provided by the manufacturer or supplier of post-installed fasteners.

What does this mean for the Construction Industry?

SA TS101:2015 is the first step in a process towards improving the already very strong safety record of post-installed anchoring in Australia. SA TS101:2015 embodies world’s best practice for the testing and design of post-installed fasteners into concrete for the Building Construction Industry and ensures uniform design methods are used for all brands and suppliers.
